Understanding the Process
What to Expect With Inspections & Paperwork
Voucher Issuance
The housing authority issues a voucher to an eligible tenant, specifying the bedroom size and payment standard.
Property Search
The tenant searches for a qualifying rental property within the voucher parameters and housing authority guidelines.
Request for Tenancy Approval
Once a property is identified, the tenant submits a Request for Tenancy Approval (RTA) to the housing authority.
Inspection & Approval
The housing authority inspects the property to ensure it meets Housing Quality Standards (HQS). The owner may need to address any items identified.
Lease & HAP Contract
Once approved, the tenant and owner sign a lease and the housing authority executes a Housing Assistance Payments (HAP) contract with the owner.
The Housing Choice Voucher program involves several parties — the tenant, the property owner, the local housing authority and sometimes a property manager. Each transaction follows a specific sequence that includes property inspections, rent reasonableness determinations and paperwork between all parties.
Timelines can vary depending on the housing authority and the specific property. Jessica's familiarity with this process helps set realistic expectations and keeps transactions moving forward.
